PROBLEM TO BE SOLVED: To prevent deviation in wear in a specified portion of a roll and a remaining portion of a display medium after removal by carrying out a step of removing the display medium while changing an angular relation between a substrate having barrier walls formed thereon and a roll in every predetermined times. SOLUTION: The step of removing a display medium is included in the manufacturing process of an information display panel that displays information such as an image by applying an electric field to a display medium sealed in cells segmented by barrier walls so as to move the display medium; wherein a roll 14 disposed to be in contact with an upper part of the barrier walls 13, a brush 16 disposed close to the roll to scrape off the display medium 15 transferred to the roll 14, a cleaner 17 disposed close to the brush to remove the display medium 15 scraped by the brush 16, and a stage 18 supporting to rotate the substrate 11 having the barrier walls formed thereon within a predetermined angle range with respect to the roll 14 are used to remove the display medium 15 sticking to the upper part of the barrier walls while changing the angular relation between the substrate 11 having the barrier walls formed thereon and the roll 14 in every predetermined times.
