PROBLEM TO BE SOLVED: To provide an electrifying roll by which stable and excellent uniform electrification characteristic and output image quality are obtained by reducing the change of a resistance value with time and environmental change, and a process cartridge and an electrophotographic device including the electrifying roll. SOLUTION: The electrifying roll is constituted of at least a supporting member, and a conductive covering member to cover the outer periphery of the supporting member, wherein the conductive covering member is composed of at least thermoplastic resin and carbon black, and is set so that the peak temperature of tanδexpressed by the ratio of a storage elastic modulus to a loss elastic modulus by dynamic viscoelasticity lies within the range of≥0°C and≤40°C at 10 Hz, and the value of tanδat 25°C is≥1.0 and relaxation timeτat 25°C is≤300 sec.
