A construction material using waste shells and a manufacturing method thereof are provided to simplify the process, to cut down the manufacturing cost, and to prevent dust or sludge generated during a crushing process, by excluding the crushing process by adding the waste shells of original form to concrete. A construction material manufacturing method using waste shells comprises the steps of: preparing liquid solid members by cleaning and drying the waste shells; distributing the solid members on the surface and inside of the waste shell; hardening the solid members distributed at the waste shells; preparing concrete dough and adding the original waste shells to the concrete dough; drying the concrete dough; and exposing a cut face of the inner waste shell by cutting the dried concrete.
