<P>PROBLEM TO BE SOLVED: To achieve the upgrading to a WDM-PON or combined use of a downlink signal without adding any change to a subscriber side device in a PON system. <P>SOLUTION: A downlink signal and WDM-PON signal from an OLT1 are separated by an optical filter part 11, and the downlink signal is branched by a power splitter part 12. Also, the WDM-PON signal is branched for every wavelength by a demultiplexer part 13, and the downlink signal and the WDM-PON signal of any one wavelength are output to each ONU by an optical filter part 14. An uplink signal from the ONU is introduced through the optical filter part 14 to the power splitter part 12, and output through the optical filter part 11 to the OLT1.
