<p><P>PROBLEM TO BE SOLVED: To provide phosphorus compound combined active carbon which can actualize electric double layer capacitor having large capacitance per volume and excellent in durability easily. <P>SOLUTION: In the phosphorus compound combined active carbon for an electric double layer capacitor, phosphorus atom content is 1,000 to 20,000 ppm, BET specific surface area is 1,600-2,200 m<SP>2</SP>/g, diameter of average pore is 1.7 nm to 2.1 nm, and volume of pores with pore diameters of 1.4 nm to 2.0 nm, as calculated by the Cranston Inclay method, is 0.25 cm<SP>3</SP>/g or more. After kneading with active carbon and phosphoric acid at 130-170°C, the phosphorus compound combined active carbon is molded and subjected to a first heating step of heating at 100-230°C, a second heating step of heating at 400-600°C, and a steam treatment step for heating at 500-900°C under steam atmosphere.
