PROBLEM TO BE SOLVED: To provide a heat insulating base material which is for use in a planting device or the like that is set on a roof floor, a roof, etc., of a building, and consists of a heat insulation material on a substrate, and plants set on the same, wherein the heat insulation base material prevents heat dissipation from the substrate due to movement of water, to thereby exert maintenance of adequate heat insulation effect. SOLUTION: The heat insulating base material is for use in a planting structure set on the roof floor, the roof, etc. of the building, and set at a location between a borrow layer and the substrate, for exerting external heat insulating effect on the building. The heat insulating base material formed of the heat insulation material is provided with a heat storage means in order to prevent heat dissipation due to movement of water, which heat storage means is implemented by a retaining passage of leakage from the borrow layer.
