PROBLEM TO BE SOLVED: To suppress the code amount generated. SOLUTION: When obtaining a difference image and inter-frame predictive encoding the difference image, a wobbling moving amount is controlled, based on the code amount information transmitted from a code amount information calculating circuit 810 of an inter-frame predictive encoding processing circuit 8. The difference among images is reduced by decreasing the fluctuations in high frequency components; and when the code amount is easy to increase, focusing adjustment is changed.
