A centering device having functions cleaning and painting the inside of a pipe is provided to prevent a moving body from being overthrown due to ejection pressure of high pressure fluid by conforming the center of the moving body to the center of the pipe. A centering device having functions cleaning and painting the inside of a pipe comprises a high pressure fluid feeding unit, a main body(4), a moving unit(8), and a high pressure ejection unit(12). The main body includes a plurality of segment pipes(4a,4b,4c) and joint members. The segment pipes are connected with the high pressure fluid feeding unit. The joint member connects segment pipes to each other and provides a flexibility when the main body passes through a curved pipe. The moving unit is installed to the outer surface of each segment pipe, and slides on the inner surface of a pipe to move the main body back and forth. The outer diameter of the high pressure fluid ejection unit is connected to the segment pipe located at the front of the main body. The inner diameter of the high pressure fluid ejection unit is connected to the high pressure feeding unit. The high pressure fluid ejection unit includes an injection nozzle off-centered as much as a predetermined interval. The high pressure fluid ejection unit revolves with counterforce generated when the high pressure fluid hits the inner surface of the pipe, as removing scales on the inner surface of the pipe. A painting unit is further installed to the segment pipe located to the front part of the main body instead of the high pressure fluid feeding unit. The painting unit includes a casing, a paint spreader, swivel joint, and a torque providing unit. The joint member is a centering spring(6).
