PROBLEM TO BE SOLVED: To restrict access from users in congestion on which access is concentrated and to make the users whose access is restricted automatically re-access after elapse of fixed time. SOLUTION: The online system is connected to a client terminal via the Internet and has: a means 1 for monitoring a resource use status inside for a fixed time; a means 2 for displaying a login picture on the client terminal when there is access from the client terminal when the resource use status inside monitored by the means 1 is less than a predetermined threshold; and a means 3 for displaying a congestion picture instead of the login picture on the client terminal and making the client terminal automatically re-access the online system after the elapse of the fixed time when there is the access from the client terminal when the resource use status inside monitored by the means 1 is the predetermined threshold or more.
