A VCO(Voltage-Controlled Oscillator), a PLL(Phase Lock Loop) circuit having the same, and a PLL circuit control method are provided to regulate the magnitude of control voltage of the VCO by controlling the size of a capacitor combined to the VCO so as to make the magnitude of discharge current equal to charge current and to prevent skew of a signal although power voltage is changed in a lock mode. A VCO(1400) is composed of an oscillation unit(1410) for generating an oscillation signal(SO) having frequency changed in response to VCO control voltage and a delay time regulating unit(1420) for regulating the delay time of the oscillation signal according to the change of power voltage(VCC) by changing capacitance between the oscillation unit and a grounding stage(VSS) in response to the change of power voltage.
