PROBLEM TO BE SOLVED: To provide a protective cover of an impervious member for a manhole capable of protecting the impervious member against ultraviolet radiation and physical impact, and a manhole using it. SOLUTION: The base part 11 of the protective cover 10 is a bottomed cylindrical body made chiefly of resin material and has an opening 130 on the side opposite to its bottom surface 12 along an axis direction a1. A hollow part 15 is the internal space of the base part 11 and open to the outside through the opening 130. The protective cover 10 is combined with a pit base 20 and the impervious member 30 to form the manhole. The pit base 20 has a pipe connection hole 210 that penetrates a sidewall. The impervious member 30 is a flexible cylindrical body having openings 31, 32 on both sides along the axis direction 1a and is mounted in the pit base 20 in such a way that the opening 32 surrounds the pipe connection hole 210.
