PROBLEM TO BE SOLVED: To enable a driver to instantaneously confirm which region of a video image displayed on a display device is invisible.

SOLUTION: A peripheral effective visual field range setting section 6 sets an effective visual field range of a driver M for the periphery of a vehicle 1 as a peripheral effective visual field range and an image quality converting section 8 changes the image quality of a video region corresponding to the peripheral effective visual field range, in the video region imaged by a peripheral image pickup section 3 with respect to image quality of the other video region. Thus, image quality in the video region corresponding to the peripheral effective visual field range of the driver is different from that in the video region corresponding to the region invisible for the driver, thereby enabling the driver to instantaneously confirm which region of the video image displayed on a display section 5 is invisible from the difference of image quality.
