PROBLEM TO BE SOLVED: To provide a method of manufacturing a fluorescent lamp capable of forming a phosphor layer containing phosphor particles of the average particle size of 1μm or more and 3μm or less. SOLUTION: This is the method of manufacturing the fluorescent lamp having a bulb, an electrode, a discharge medium arranged in the bulb, and a phosphor layer arranged on the inner side of the bulb, and comprises a process (I) in which the phosphor containing phosphor particles A with the average particle size of 1μm or more and 3μm or less and a solvent A containing a thickner are paste painted and a phosphor paste is formed, a process (II) in which the phosphor paste and a solvent B containing the thickner and a binder are stirred and the phosphor solution is prepared, and a process (III) in which the phosphor layer is formed by painting the phosphor solution on the inner side of the bulb and drying it.
