An apparatus and a method for confirming issuance of a coupon by using an IP address, and a system using the same are provided to enhance utilization rate of the coupon largely by allowing a user to use the advertisement coupon only via a click or a mouse-over operation without downloading or storing the coupon and to enable an advertiser to experience advertisement effect directly because a banner headline can be directly connected to a revenue. An apparatus for confirming issuance of a coupon by using an IP address comprises an IP address database(32), a coupon confirmation information database(32), a receiver(34), a location data extractor(35), a coupon confirmation information storage unit(36), a terminal verification unit(37), a searching unit(38) and a transmitting unit(39). The IP address database(32) maps an IP address with location data and stores the mapped data. The coupon confirmation information database(32) stores the coupon confirmation information. The receiver(34) receives an IP address and an advertisement ID according as a user confirms an exposed advertisement. The location data extractor(35) extracts location data from the IP address database(32) by using the received IP address. The coupon confirmation information storage unit(36) stores the coupon confirmation information at the coupon confirmation information database(32) wherein the coupon confirmation information includes the advertisement ID, an advertisement confirmation time and the extracted location information. The terminal verification unit(37) verifies a corresponding terminal at the request of an external terminal for confirming the issuance of a coupon. The searching unit(38) searches for the coupon from the coupon confirmation information database by using the request for confirming the issuance of the coupon. The transmitting unit(39) transmits the searched result to the terminal.
