PROBLEM TO BE SOLVED: To execute a proper fail-safe and protective processing immediately after an assist control starts. SOLUTION: The device comprises: control means of assist-control for driving a motor for generating a steering auxiliary torque from torque signals from a torque sensor detecting a torque applied to a steering; and failure diagnosis means for executing an initial diagnosis before the assist control starts, and a normal diagnosis after the assist control starts.
