A packet collecting/analyzing apparatus and an emulation method using the same are provided to be utilized for developing or testing a device by generating an operation suitable for a required situation without developing a new emulator. A packet collecting module collects packets transmitted/received between the first and second external devices(S210). A packet processing module selectively processes some of the collected packets(S220). An emulator reproduces the role of the second external device, the counter device for verifying the first external device in the same manner by using the selectively processed some packets(S230). The emulator verifies the first external device, which is a development target device(S240). When the first external device normally operates, set items are stored(S260).
