PROBLEM TO BE SOLVED: To obtain a developing device using a developing roller whose outer peripheral surface protrusions are formed on, wherein toner held on the outer peripheral surface of the developing roller is appropriately regulated by a regulating member, whereby toner or the like is restrained from filming near the protrusions of the developing roller or variance in electrification of the toner by the regulating member is restrained from being caused, and stable development is performed. SOLUTION: The developing device includes: the developing roller 11 guiding the toner (t) to a developing area opposed to an image carrier P while holding the toner on its outer peripheral surface; and the regulating member 14 regulating the amount of the toner guided to the developing area while press-contacting with the outer peripheral surface of the developing roller and also charging the toner. It uses the developing roller provided with a surface coating layer 11c having a projecting part 11e on its outer peripheral surface, and set so that the deformation amount of the protrusion measured by load compression measurement by a fine compression tester is larger than the deformation amount of the outer peripheral surface where the protrusion is not formed.
