PROBLEM TO BE SOLVED: To survey the use trend of Internet over the use trend in general without limiting a specific server or Web accesses.

SOLUTION: Electric communication apparatuses 2-1 and 2-2 record communication history information (transmitter information and accessed party information) on user terminals 1-1 to 1-6 every time the user terminals 1-1 to 1-6 access commercial site servers 4-1 to 4-3. A communication state checking server 3 regularly acquires the communication history information from the electric communication apparatuses 2-1 and 2-2. Marketing servers 5-1 and 5-2 request the communication history information of the communication state checking server 3. Only in the case of an access from a legal marketing dealer, the communication state checking server 3 provides the communication history information on the network user.
