An exhausting and filling apparatus is provided to perform repeatedly a cleaning process by performing exhaust and cleaning processes at one position. A plurality of heads are formed to grip a top end of a fluorescent lamp in order to perform a predetermined process. A plurality of heads are coupled at a constant interval along an outer circumference of a rotary plate. The rotary plate is formed to rotate the heads in a constant period of time. A process treatment unit(130) is coupled with the heads in order to be rotated according to the rotation of the heads. The process treatment unit is formed to exhaust internal gas of the fluorescent lamp and to fill the inside of the fluorescent lamp with a discharge gas. The process treatment unit includes a lamp grip part(132) formed at the head to be coupled with the top end of the fluorescent lamp, a vacuum line(134) coupled with one side of the lamp grip part to supply the vacuum-absorbing power to the lamp grip part, and a discharge gas line(138) coupled with one side of the lamp grip part to supply the discharge gas to the lamp grip part.
