PROBLEM TO BE SOLVED: To provide a light-emitting element capable of low-voltage driving, and having a high luminous efficiency and a high emission luminance, and to provide a light-emitting device and electronic equipment that reduce power consumption and can be manufactured inexpensively. SOLUTION: The light-emitting element has a luminous layer 102 and a layer 103 including a composite material between a first electrode 101 and a second electrode 104. The luminous layer contains a base material and an impurity element, the layer 103 including the composite material contains an organic compound and an inorganic compound, the layer including the composite material is provided to be in contact with the second electrode, and light is emitted when voltage is applied so that the potential of the first electrode is higher than that of the second electrode.
