PROBLEM TO BE SOLVED: To provide an optical spot position controlling device which can precisely put a plurality of beam spots under an on-track state, and also provide an optical spot position controlling method and an optical disk recording and reproducing device thereof. SOLUTION: The optical spot position controlling device includes; a light-reception part 12 which detects respective returning light quantities of a plurality of linearly arranged optical spots; a tracking servo 13 which controls tracking based on the tracking error signal of at least an optical spot detected in the light-reception part 12; and a rotational angle servo 15 which rotates the plurality of linearly arranged optical spots based on a difference between the tracking error signals of at least two optical spots detected in the light-reception part 12.
