The motion vector calculation section (1060) calculates a motion vector corresponding to a concerned reference frame as to each block of prediction frames, and the difference data calculation section (1062) calculates a difference image with respect to a region of a reference frame particularized by the calculated motion vector (hereinafter called a "concerned block region").
