PROBLEM TO BE SOLVED: To provide a technology of decreasing a hardware scale for image extension without deteriorating image quality.

SOLUTION: A motion vector calculation section (1060) and a difference data calculation section (1062) are connected in parallel with a prediction frame memory (1030). The motion vector calculation section (1060) calculates a motion vector corresponding to a concerned reference frame as to each block of prediction frames, and the difference data calculation section (1062) calculates a difference image with respect to a region of a reference frame particularized by the calculated motion vector (hereinafter called a "concerned block region"). Data compression sections 1064, 1066 are respectively connected to the motion vector calculation section (1060) and the difference data calculation section (1062) and respectively compress the motion vector and the difference image.
