PROBLEM TO BE SOLVED: To obtain an inexpensive simple manufacturing method allowing an easy cost reduction, and to obtain bilayer tire members for casters of a cleaner or the like which move nicely in directions of choice without damaging floorings or carpets and excel in wear resistance and cushioning. SOLUTION: The invention includes the manufacturing method comprising; the step of extruding the bi-layer integrally as a tube roller, wherein the bi-layer comprises a thin-walled hard outer layer and a thick-walled elastic inner layer, both of a thermoplastic elastomer; the step of thermally deforming with a mold corresponding to the depression of the tube roller body so that to obtain a required number of the curved corner depression corresponding to the tire member for caster in a predetermined interval, the step of slice the thermally deformed tube roller body into rings at the depression so that to separate them respectively; and the bi-layer tire member with hard layer and elastic layer, which is obtained by the manufacturing method.
