PROBLEM TO BE SOLVED: To provide a bulking agent for paper having an excellent bulking effect. SOLUTION: This bulking agent for the paper consists of a copolymer having a cationic property as an essential component. The cationic copolymer is a copolymer of 50 to 95 mol% (meth)acrylate having a 4-18C alkyl group with a dialkylaminoalkyl (meth)acrylate salt and/or dialkylaminoalkyl (meth)acrylate.
