<p><P>PROBLEM TO BE SOLVED: To properly analyze abnormality after the abnormality is determined while restraining a data volume stored when the abnormality is determined. <P>SOLUTION: An abnormality counter Ca is stepped up by a value 1, when charge-discharge electric power Pb of a battery based on a detection signal from a sensor attached to the battery, and target charge-discharge electric power Pb* to be charged and discharged by the battery, are within an abnormal area (S220), a corresponding area counter is counted up out of area counters C1-C4 different in every area of four areas (S230-S290), by identifying an area where the abnormal area belongs to any out of the four areas partitioned preliminarily in response to abnormal situations, and the abnormality is determined when the abnormality counter Ca comes to a threshold value Caref or more, to store values of the area counters C1-C4 counted up until now (S320-S340).
