PROBLEM TO BE SOLVED: To provide a vehicle body streamlining device capable of enhancing movement performance of a vehicle by further controlling an air stream applied to the vehicle according to the movement state of the vehicle. SOLUTION: In the spat device 12, spat plates constituting the spat device is made rotatable in at least a vehicle width direction. The vehicle driving state is detected by a detection device and the spat plate of the spat device 12 is rotated in response to that detected driving state.
