A system and a method for constructing a payment network for operating a security account as a payment account for a check card, and a recording medium thereof are provided to increase usability of the check card and the security account by linking the check card with the security account of a security company. A check card management server(135) reads check card information by receiving a check card approval request message, and transmits a debit payment approval request message to a relay server(100) if the payment account of the check card is a security company account. The relay server transmits the received message to a security company account management server(175) corresponding to a security company code and/or account information read from the received message. The security company account management server reads the account information and debit payment amount information from the received message, and generates/transmits an approval result message to the relay server or the check card management server.
