A system, a method, and a storage medium for managing a license are provided to increase flexibility of using an upgraded license, and offer various license services by applying the license having influence on other licenses. An issuer system(100) issues the license for the contents and issues the license including a license condition changing command of the related license if the related license to change a use condition according to the license is found. A user system(300) changes the use condition of the related license according to the license condition changing command if the related license is stored when the license condition changing command is included in the contents to be used. The user system includes a license storing part storing the first license of the contents issued from the issuer system, a changer changing the use condition of the first license if the first license is related to the second license including the license condition changing command, and a prohibitor prohibiting use of the contents if the related license is not stored in the license storing part.
