PROBLEM TO BE SOLVED: To transmit a decoding key of contents safely. SOLUTION: The contents are enciphered with a scramble key in a digital broadcasting transmitter 2. A packet and an ECM including an encrypted scramble key with a contract key are formed, and the encrypted content and the ECM are multiplexed and transmitted to a mobile terminal 3. A settlement system 4 transmits the contract key to the mobile terminal 3, when the settlement of an account processing is succeeded. A decoding formula which decodes the ECM is saved in an IC chip 51 of the mobile terminal 3, and the ECM is decoded using the obtained contract key, and scramble key is acquired.
