PROBLEM TO BE SOLVED: To provide a cement composition in which a large amount of industrial waste or the like can be used as raw material, which is good in fluidity after kneading, and from which a cementitious hardened material having good durability (resistance to sulfates) after hardening can be produced. SOLUTION: The cement composition comprises a cement clinker powder, gypsum, and calcium carbonate. The cement clinker powder comprises 12-40 mass%, preferably, 16-40 mass% of 3CaO-Al<SB>2</SB>O<SB>3</SB>. In the cement composition, it is preferable that the content of gypsum is 0.5-30 mass% expressed in terms of SO<SB>3</SB>, and the content of calcium carbonate is 0.5-30 mass%.
