PROBLEM TO BE SOLVED: To provide an electric blower provided with a diffuser 21 for reducing velocity of air flow and restoring its pressure on an outer peripheral side of an impeller rotated by an electric motor and a vacuum cleaner loaded with it to improve diffuser performance in a wide scope of air quantity and improve outputs of the electric blower and the vacuum cleaner without causing side effects such as reduction of efficiency, reliability, and service life of the electric motor and increase of noise. SOLUTION: A ventilation hole 40 for communicating a hub face 36 of the diffuser 21 with a return guide 25 side is provided, and flow is controlled so as to make air flow in the inside of the diffuser 21 uniform by utilizing amount of leaking flow 41 changing adaptably by operation air quantity of the blower to improve diffuser performance.
