PROBLEM TO BE SOLVED: To provide a phospholipid-containing powdery composition from which liposome having a fine particle size can easily be prepared, and to provide a cosmetic using the same. SOLUTION: A stable liposome-forming powdery material is formed by adding an emulsifier to a phospholipid in a ratio of 0.1 to 20 and then subjecting the mixture to a lyophilization operation or the like. The powdery composition of the present invention can be dispersed in an aqueous system to give the stable liposome having a small particle size.
