PROBLEM TO BE SOLVED: To create weather chart data of time zones where no data exist by changing past weather chart data in time. SOLUTION: This weather chart creating device 1 comprises an input means for inputting at least weather chart data, a separating/extracting means for extracting meteorophysical data and map data from the input weather chart data, a velocity creating means for detecting velocity from the meteorophysical data and creating a velocity field complementing the velocity, a prediction data creating means for creating at least one prediction data wherein the meteorophysical data is changed in time by applying a partial differential equation set up with the velocity field to the meteorophysical data, and a restoring means for restoring the weather chart data for which the weather chart data is changed in time by overlapping the prediction data on top of the map data.
