PROBLEM TO BE SOLVED: To realize high quality image distribution without generating omitting of a frame caused from a network load in a case that the image is transferred through the network. SOLUTION: In a network camera system in which an image taken by a monitoring camera 10 is transmitted to a client 20 through the network N; the monitoring camera 10 is provided with a recording device 11 directly or in a form of built-in, and the system performs switching of a normal mode in which the monitoring camera 10 transmits a continuous video image by a control from the client 20, and a file transfer mode in which the image taken from the monitoring camera 10 is once stored in the recording device 11 as a file.
