An apparatus for opening and closing a cover of a toilet stool by using hydraulic force is provided to rotate a waterwheel by the hydraulic force given through a body and to transmit the rotary force to a rotation member. The apparatus for opening and closing a cover of a toilet stool by using hydraulic force(100) includes a body(110), a first cover(130) and a second cover(140). The body(110) includes a protrusion(111), a receiving space(112), a packing member(113), a waterwheel(116), a guiding portion(117), a fitting protrusion(104), a first gear(118), a driven gear(119), a rotation member(120), a shaft fixing portion and a first coupling portion(106). The first cover(130) is fitted into the fitting protrusion(104), and a shaft support portion(131) is integrally formed on the first cover(130). On the second cover(140), a shaft support portion(141) and a second coupling portion(142) are integrally formed.
