A roll pack manufacturing machine is provided to improve productivity and maximize workability by continuously performing processes such as cutting, supplying, winding, and discharging a vinyl package machine. A roll pack manufacturing machine includes a paper pipe supply unit(20), a winding unit(40), and a cutting/discharging unit(60). The paper pipe supply unit supplies the winding unit with a paper pipe. The winding unit winds a vinyl wrapping envelope(1) on the paper pipe and includes a glue spray nozzle(50), a contacting roll(55), an air nozzle(57). The glue spray nozzle adheres the vinyl wrapping envelope by spraying glue on a paper pipe. The contacting roll contacts the wrapping envelope to the paper pipe by moving up and down by a cylinder. The air nozzle sprays air to wind the vinyl wrapping envelope on the paper pipe. The cutting/discharging unit discharges an end of roll pack discharged from an outlet after cutting the roll pack by elevating a cutting blade(65) up and down.
