PROBLEM TO BE SOLVED: To provide a reflection type optical controller which is improved in the availability of light rays. SOLUTION: The optical controller 100 has a substrate 300, a first reflective layer 32, an optical modulation film 34 which varies in refractive index with an applied electric field, a transparent electrode 36, and a second reflective layer 102 having such reflection characteristics that a reflection band and a transmission band are abruptly switched at a specified wavelength. A Fabri-Perot resonator comprising the first reflective layer 32, optical modulation film 34, transparent electrode 26, and second reflective layer 102 has its resonance wavelength set almost to the specified wavelength.
