The facilities includes: means for extracting the residual product from a hydrocarbon tank; a pretreatment module comprising: solid-separating means, preheating means, heating means, a stabilization module, and a residue storing module. The process includes: an extraction stage that comprises the previous storing, pumping and cleaning of the tank; a pretreatment stage that comprises preheating, pumping and separating the solids; a separating stage that comprises storing, heating, and pumping the solids through the centrifuge, as well as heating the solids up to the required temperature; the process includes the addition of additives and the centrifuge separation process; and an inertization stage comprising the pumping and mixing of lime.
