PROBLEM TO BE SOLVED: To provide an apparatus for producing mold release paper which is used for embossing, can prevent the flatting of its emboss-forming uneven surface, and can well maintain the embossed designs of treated sheet-like materials, even when repeatedly used to form the emboss patterns on the sheet-like materials, and also to provide a method for producing the same. SOLUTION: This apparatus for producing the mold release paper for embossing comprises an emboss-forming means 20 and a thermosetting resin layer-forming means 30. The emboss-forming means 20 gives an emboss pattern to mold release paper having a paper layer 1 and a mold release layer 2 laminated to one side of the paper layer 1. The thermosetting resin layer-forming means 30 further forms a thermosetting resin layer 3 for maintaining the emboss shape of the paper layer 1 on the other side of the paper layer of the mold release paper embossed with the emboss-forming means 20.
