PROBLEM TO BE SOLVED: To prevent a recording medium wound around a heat roll from excessively being heated and to perform stable fixation processing without stopping a device in emergency even if an input voltage to a heat source varies to cause a voltage drop. SOLUTION: In a normal state, the heat source 151H heats the heat roll 151 until its surface temperature reaches specified fixation standby temperature Ht at which an unfixed image can be fixed, and the heat roll 151 starts rotating at specified idling start temperature Hs lower than the fixation standby temperature Ht and stops rotating at the fixation standby temperature Ht. The fixing device is provided with a rotation condition changing means of changing rotation conditions of the heat roll 151 so that the surface of the heat roll 151 is heated slower when a rise speed of the surface temperature of the heat roll 151 in a warm-up period before the fixation standby temperature Ht is reached is slower than a predefined speed.
