PROBLEM TO BE SOLVED: To provide a spring-return type rotary actuator which has excellent ease of maintenance or the like by preventing springs and parts from popping up during disassembly, which can offer a superior level of safety by preventing the removal of a tie-rod from outside, and which can be easily dissembled and assembled. SOLUTION: The rotary actuator includes a spring cartridge part 30 with a built-in spring 32 provided to a cylinder device 10 storing a piston rod 13 and a conversion mechanism 15 provided in the cylinder device 10 for converting the movement of the piston rod 13 into rotary motion. Then the spring cartridge part 30 is constituted of the tie-rod 36 arranged in the interior of the spring cartridge part 30, and the connection part of the tie-rod 36 on the cylinder device 10 side is arranged in the interior of the cylinder device 10.
