<p><P>PROBLEM TO BE SOLVED: To accurately and simply print information (image information, character information, or the like) about information recorded in an optical disk without dirtying the periphery. <P>SOLUTION: In an information recording and reproducing apparatus 10A, a vibration proof member 114 is arranged respectively between a first support member 110, a second support member 112 supporting a guide rail 84 in a printing part 22 and a ceiling 12a of a case 12, a vibration proof member 120 is arranged respectively between end parts of each one side of a first support shaft 116, a second support shaft 118 supporting a tray 16 so as to slide freely and an inner wall 12b of the rear part of the case 12, a vibration proof member 122 is arranged respectively between end parts of each other side of a first support shaft 116, a second support shaft 118 and an inner wall 12c of the front part of the case 12.
