PROBLEM TO BE SOLVED: To provide a water-based metallic coating composition causing little disturbance of the orientation of a glittering pigment after the application of a clear coating in a two-coat one-bake coating method and having excellent flip-flop property while keeping the excellent properties of water-based metallic coating materials, a method for forming a multi-layer coating film produced by using the composition and a multi-layer coating film produced by the method. SOLUTION: The water-based metallic coating material comprises a film-forming resin, a curing agent and a glittering pigment. The film-forming resin contains an acrylic resin emulsion, the acrylic resin emulsion is produced by a two-stage emulsion polymerization and has an acid value of 1-30 mgKOH/g, a hydroxyl value of 10-150 mgKOH/g and a particle diameter of 20-140 nm, the curing agent is an aqueous dispersion of a hydrophobic melamine resin having a particle diameter of 20-140 nm, and the coating material contains a nonionic pigment dispersing agent having a≥14C alkyl chain in an amount of 0.1-10 mass% based on the solid component of the resin.
