A bit stream manager for VLC(Variable Length Coding) of an H.264 encoder is provided to perform '0x03' insertion, endian conversion, and bit position conversion without requiring an exclusive hardware circuit or software. A barrel shifter(10) performs a shift operation for a VLC code inputted from the outside as much as a specific value. An OR gate(20) performs an OR operation between output of a '03' inserter(40) and the barrel shifter. A bit stream register(30) temporarily stores the output of the OR gate. The '03' inserter detects a '0x03' insertion pattern from the output of the bit stream registers and inserts the '0x03' after a specific bit stream. A bit stream converter(50) performs the endian conversion or the bit position conversion for the output of the '03' inserter, and data processing in each component is performed for one cycle.
