<p><P>PROBLEM TO BE SOLVED: To provide an image-encoding method and an image decoding method which can appropriately correlate the weighting factor, even when a field and a frame are switched in a block unit. <P>SOLUTION: A weighting factor mode deciding part 13 discriminates whether a mode is a field mode or a frame mode on the basis of a value of a flag "AFF", indicating whether a field and a frame are to be switched in a block unit, and notifies switches 14, 15 and a multiplexing part 106 of the discriminated mode. According to the reported mode, the switches 14, 15 select either the field or the frame.
