PROBLEM TO BE SOLVED: To restrain the resistor element of a variable resistor from increasing in power consumption while the variable resistor is not in operation. SOLUTION: A first resistor 11 and a second resistor 12 are jointly arranged on the surface of a first insulating substrate 17 as they are electrically insulated from each other, a second insulating substrate 18 is arranged separately from the first insulating substrate 17, and a conductor 13 is formed on the surface of the second insulating substrate 18 which is opposed to the first insulating substrate 17. Either the first insulating substrate 17 or the second insulating substrate 18 is formed of a flexible substrate so as to enable the first resistor 11 and the second resistor 12 to come into contact with the conductor 13 by pressing. A voltage is applied between the first voltage application point 14 of the first resistor 11 and the voltage application point 15 of the second resistor 12 from a voltage output unit 21, in a non-pressing state in which the variable resistor is kept on stand-by, the first resistor 11 and the second resistor 12 are kept non-conductive so as not to consume an electric power.
