PROBLEM TO BE SOLVED: To reduce the maintenance cost by improving working efficiency in maintenance and inspection of a lower roller and exchange of the lower roller. SOLUTION: A support shaft 14 of the lower roller 12 is supported by two roller support plates 13, 13A, a notch 13a is provided at the front and rear sides of the roller support plates 13, 13A, and a pair of horizontal guide members 11 having the notch 13 to be fitted are provided between an inside plate 6B and an outside plate 6A of a truck frame 6. The outside plate 6A of the truck frame 6 is provided with an opening part 6a wherein the roller support plates 13, 13A can be passed through, and the roller support plates 13, 13A are inserted sliding the guide member 11 and the notch 13a from the opening part 6a while the roller 12 is supported. After the roller support plate 13A of the inside is abutted to the inside plate 6B of the truck frame 6, the opening part 6a of the outside plate 6A is clogged by a pressing plate 15.
