PROBLEM TO BE SOLVED: To prevent a shutter curtain risen by starting an emergency power supply device by a fire brigade from lowering while being held elevated even when a signal for protection against disasters is inputted. SOLUTION: This opening and closing controller for the shutter provided with an automatic closing device for releasing brake by current carrying has an emergency opening device for raising the shutter curtain by starting the emergency power supply device by a hydraulic switch and an interlocking relay for carrying current into the automatic closing device based on inputting of the signal for protection against disasters. This opening and closing controller regulates lowering of the risen shutter curtain by its self-weight by shutting off current carrying from the interlocking relay into the automatic closing device based on the start of the emergency power supply device.
