PROBLEM TO BE SOLVED: To provide a fire-extinguishing agent and a fire extinguishing method, capable of exhibiting high fire-extinguishing capability for various kinds of fires such as a tire fire while controlling the quantity of a surfactant. SOLUTION: The fire-extinguishing agent is obtained by diluting a fire-extinguishing composition comprising ammonium bicarbonate, ammonium secondary phosphate and fluorine surfactant with water from 20 to 50 times. The fire-extinguishing agent comprising ammonium bicarbonate, ammonium secondary phosphate and fluorine surfactant is characterized by deprivation of oxygen from the burning surface of a burning object by covering the surface of the burning object with foam and releasing fire-extinguishing gas mainly composed of carbon dioxide and ammonium. The fire-extinguishing agent comprising ammonium bicarbonate, secondary ammonium phosphate and fluorine surfactant covers the surface of the burning object with foam and releases the fire-extinguishing gas at the same time to deprive oxygen from the burning surface.
