PROBLEM TO BE SOLVED: To provide a thermal insulation coating having no chromium at all and safe, and excellent in heat insulation effect, and to provide a heat shield plate. SOLUTION: The thermal insulation coating is dispersed with manganese strontium oxide such as rutile type MnSrO<SB>3</SB>as a black pigment in a binder resin and is coated on a base material comprising a metallic material such as aluminum, iron and stainless steel, an inorganic material such as slate roof tile (for example, a Colonial as a brand name), mortar and glass, an organic material such as an acrylate resin, a polyester resin, a polyolefin resin and a polyvinyl chloride resin, and asphalt plank.
